5.1. Methodological overview

Theoretical classes:

In the theoretical lectures, the participation of students will be encouraged; also, it will be developed experiences of teaching innovation as inverted and problem-based learning experiences, on specific theoretical contents, working on small and large group exercises.

Students will be provided with a list of concepts related to the subject of spatial planning and urbanism; these concepts will presented along the semester and evaluated in the final exam.

The course has an applied and practical side; it is especially important the linking between theory and practice, and also the (theoretical) knowledge of real cases of planning.

Practical classes:

The practical works will consist of carrying out assessments on various issues related to spatial planning, some of them made in groups.

These assessments (works) will be explained in the practical classroom and be tutored in order the students can solve the difficulties. The results will be presented in writing essays —or orally, in the classroom—, on days/dates specified along the course. Oral presentations will be made in the presence of the teacher and other students. The result of some practical work may also be evaluated by test questions.

It is highly recomended that students follow —every week— the explanations in the practical sessions.

Any presentation, either of theoretical or practical aspects, will be also be provided by any external professional.

5.2. Learning tasks

1- Theoretical classroom sessions.

 

The reading material and the necessary literature —basic and complementary—for the preparation of the theoretical programme will be provided to students from the begining of the semester. This material and the Power Point used by the teacher during his lectures will be also deliverd through the Digital Teaching Ring —ADD—; only the Power Point is not recommended as a way to prepare the theoretical programme.

 

2- Practical sessions.

 

In practical sessions, experiences of planning and tolos, both in the field of regional planning and urbanism, will be analyzed, and at different spatial scales; exercises on methods and techniques used in land use and urban planning will also take place. Previously, students must be consult and read documentation on the matter, which will be provided by the teacher.

 

3- Tutorials.

 

Tutorials are conducted personally —not by ADD or e-mail— and they will support the theoretical contents and help to implement the practical work.

5.3. Syllabus

Theoretical classes:

The theoretical programme is dedicated to present the fundamental concepts and issues about planning and urban development in relation to the environment. It will be divided into nine thematic blocks, in the following sequence:

 

1. CONCEPTUAL APPROACH TO THE PLANNING AND URBAN PLANNING: Definition and objectives, origin and evolution of the concept and discipline; character; scales of action and implementation, the ideological and the subjective component; generic methodological elements. 2. PLANNING PROCEDURES: differences, overlaps and links between them.

3. THE PROBLEM OF THE NATURE OF SCALES AND TERRITORIAL DISPARITIES; disparities and regional imbalances; global polarization between center and periphery; regional differences; the dilemma between equity and economic efficiency.

4. REGIONAL POLICY: OBJECTIVES AND INSTRUMENTS. Experiences copies of regional development. Reflections and regional development strategies. Economic sectors to be developed. Endogenous development.

5. POLICIES AND PLANS. EVOLUTION OF MANAGEMENT IN SPAIN AND ARAGON. Basic issues of territorial planning. The system of cities, urban hierarchy and functional areas. Infrastructures and relational system. Territorial plans and economic development. Territorial plans and the environment. The hierarchy of plans and planning cascaded from the State to the Autonomous Communities; the case of Aragón.

6. THE URBAN PLANNING. Objectives and constraints. Growth forms of urban space: flat types, building types and land uses. Figures in urban planning legislation; general and derivative plans.

7. MANAGEMENT OF THE METROPOLITAN AREAS.

8. STRATEGIC PLANNING.

9. THE SPATIAL AND REGIONAL POLICY IN THE EUROPEAN UNION: structural funds and community development objectives.

 

Practical Programme:

The practical sessions will be devoted to the explanation and carrying out of work related to planning in different spaces, as:

1. Analysis of European experiences of planning.

2. Application of techniques and tools for spatial planning and urban development (including analysis of case studies and instruments for planning at different territorial scales).

3. Analysis of a land-use planning and planning exercises. Any presentation of experiences of planning —case studies— can be interject as practical sessions.

5.4. Course planning and calendar

This course is composed of 6 ECTS, and the estimated dedication by the students are 150 hours (both in classroom activities and in non-contact dedication). This 150 hours must be distributed along the semester, as can be seen in the following table-calendar (the numbers represent the hours).

it is estimated that each student must devote about 90 hours to the study and personal work (in this time it is excluded the time that each student, individually, will need for tutoring). This work relates mainly to the study of the theory, the realization of practical work and reading literature.

Theoretical classes will be held in a classroom with capacity for more than 70 students, while the practical sessions are conducted in a classroom with 25 computers. The two classrooms have Internet access, projector and blackboard.
